MIDROC Ethiopia Selects Chinese Co. for 2.6b Br Cement Plant

- Derba-MIDROC Cement Plc, a subsidiary company of MIDROC Ethiopia, has selected the China Housing and Building Company (CHBC) for the turn-key construction of a brand new cement factory near Chancho town, 40Km north of Addis Abeba, in the Oromia Regional State.

Mohammed Ali Al-Amoudi

Established with a capital of 2.4 billion Br, Derba-MIDROC has received a 123.42hct plot to erect a cement plant with a production capacity of 7,000tns per day. When completed, the factory is projected to manufacture an amount twice the size of what the state owned Mugher Cement Factory is producing now.

According to reliable sources, the management of Derba-MIDROC, led by former State Minister of Infrastructure, Haile Assegdie, and their consultant, the Indian Hole-Tech, has already picked CHBC over other bidders.

Two other companies, the Turkish Enka and the Chinese Sinoma had appeared as bidders when the tender opened on September 18, 2006. The first built was Messebo Cement Factory, a subsidiary of EFFORT, in 1998, at a cost of 1.2 billion Br. The Chinese Sinamo has been awarded the third expansion phase of the state owned Mugher that is projected to increase its daily production capacity from 2,000tns to 5,000tns; the contract, worth 1.13 billion Br, was signed on December 6, 2006, at the Sheraton Addis at 6pm.

Derba-MIDROC’s major shareholder, Sheik Mohammed Ali Al-Amoudi, and representatives of CHBC are scheduled to sign a contract amounting to 2.6 billion Br on Tuesday, reliable sources told Fortune. Close to 60 million Br of this amount will be spent on building roads to the project site and setting up camps, according to a senior manager of Derba-MIDROC.

An expert told Fortune the companies bid not only on the amount of money they have offered, but also the size of foreign currency the project would involve and how long the project may take to complete. CHBC might have given 25 months to complete the project as opposed to 27 Enka suggested it would take to finish the project, according to sources that are familiar with the project.

In a midst of serious of cement shortages in the country, which halts the vibrant performance in the construction industry, the Ethiopian government puts high importance on the successful completion of this factory; it will close a gap between demand and supply that is believed to have reached over 13 million tones a year. The current aggregate capacity of the three factories that are operating is not more than 1.6 million tones.

I do hope this time the blind AAPO/CUD supporters will stop panicking when they hear any good news about Ethiopia.

IN the past, each time they hear that Ethiopia has shown some progress in her development, they feel violated, personally.

I have seen wounded faces, incarcerated tongues and peppery eyes of the Diaspora when good news came.

When we get overjoyed that the good news, deemed polluted to them, are actually music to our ears, they feel betrayed.

Some neglect the fact that Ethiopia belongs to many other ethnics, including to those, who suffered a flagrant violation of their rights under the past regimes, are now basking in the sun.

I truly can’t help feeling good when I read a news titles “MIDROC Ethiopia Selects Chinese Co. for 2.6b Br Cement Plant”

Obviously, the Diaspora, having tried every known sorcery to discredit EPRDF has dug deep into the fears of the innocent people, making most of us jittery, with some having a problem of trust issue.

Fear has many manifestations.

Irresponsible talk by irresponsible individuals has fanned the flames of fear.

False accusations have been loosely made.

Opportunities to debate with them on our shared destiny with impunity along a wide range of issues are shattered. Our ability to explore to the edges of a problem, together, challenging orthodoxy without reservations and run the gamut of ideas in search of solutions is now in doubt.

But one thing is true, Ethiopia will move on.

We might even disengage ourselves one day (leaving in the joint the rotten ideas of the naysayer) and create a fabulous society with all Ethiopians, united and harmonious.

Yes, Ethiopia is moving on. I know this outcome would torment you, but it’s a fact.

And I am smiling.

This is really good news for the Oromo peasants who have been evicted with the name of "investment" while the right word is Eviction. I hope this factory is will contribute good amount of money for the compensation of people who lost their ancestorial lands and reduced to and subjects for daily labour. Don`t think that this will not happen as we witessed so may things had happend which seems impossible.

For few individuals in this forum -- there are only two compartments that a fellow ethiopia can belong to: "Pro-Ethiopian" or "Anti-Ethiopian". I think such perspective is too myopic and naive. One can single-out a development project and counterague against it (with reasons) -- and still be pro-ethiopian. Just because an investors pours billions of dollars in the home land does not make him or her super pro-ethiopian. It think it wise to allow various views discussed in this forum -- instead of being too adversarial. Not really necessarily! Here are some more parallel, if not as such fundamental, reasons:
1.Extremism most of the time is campaigned by people who have a strong ego to make the society subjugate for what they believe correct. You can take the case of UIC in Somalia. UIC didn’t have the support of the Somalis as it had been warned. Everything looked alright only because of fear and terror flowing under the massive religious cover.
2. Failure to accept reality, which may lead to extremism as an instrument to humiliate and embarrass the society. Political extremism is a typical example. The notion of “If I don’t have it, they won’t have it either“. Lose-lose victory!
3. To make business and some times political gains. I think extremism, particularly religious, is motivated by people who want to use short cut for political and financial gains. Almost all religious extrimisms running in the world have good finaciers behind.

The only strong hold keep us safe was that built by our fathers, which is the spiritual one. Brothers don’t let the material things fool you. First of all, as a priority, every single child of that poor country has to feel it is his own home, and then every thing comes next. The Sheikh is a businessman and is entitled to support any government, person (s) and/or political party he wants to. And not all his companies and buildings are in Mekelle and I would know that since I have a home in Mekelle. He is building a wonderful four or five star hotel in the Oromia region, f.y.i.

TO "TIGRAY":

Judging by your comments you are not Tigrayan. I know countless Tigrayans, possibly hundreds, from both sides of the political scope that are friendly with Eritrean CIVILIANS not hostile to Ethiopia. Tigrayans have never used other ethnicities and never intend to do so in the near or far future. Since I am a Tigrayan I will speak on behalf of all Tigrayans when saying that all Tigrayans understand their role in Ethiopia and are ready as we have seen since ancient history to serve their position in Ethiopian society just like any other Ethiopian ethno-linguistic nation/group.

Concerning the comment from the guy who calls himself “TIGRAY”, I do not think that he speaks for a significant number of people from Tigray. We Ethiopians get too emotional sometimes. the fact that Meles was originated from northern Ethiopia or even Eritrea is irrelevant. if he improves tigrean people life, is wonderful and we pray for the same better life for the rest of the country. you see anything positive welcome. he should be judged on creating democracy, peace, good economy, stability, etc. some of Israeli leaders were not born in Israel, Hitler was born in Austria even the current California governor Arni was born in Austria. if you look at most countries around boundaries area similar culture and language spoken, what i am try to say is that; people existed before the boundaries, that is why is called political administration boundaries, there is no fence it just imaginary lines. nothing wrong being proud of your culture, religion, language etc. but for god sake stop being too tribal. i came from eastern part of Ethiopia and proud of who i am and where i came from. finally i want to say that shake Alamudi has done a lot of good things for his/our country. and do not forget that Alamudi is a business man as well. it is easy talk the talk but not walk the walk.

Whether they pass or failed exams they go to University. They pay 300 birr, shop down trees, take to Addis Ababa and sell to 10 million birr. They torture, rape and kill other ethnic groups. Tigreans are bosses in every office. They don’t pay rents for shops; they confiscated from the owners. People scared to ask them. Because they are kings. But, time will come when they pay for it, when God run out of patience.

Balageru, Thank you for your wise words. Many say that Eritrea should still be part of Ethiopia and consider it as such and at the same time accuse Meles to be an Eritrean and a foreigner. If we say that Ethiopia is a country of many ethnic groups and truly accept this idea, why should it matter where a leader comes from? One can be critical of his word but denying him nationality is baseless. Truth can be distorted to fit ones interest. Personally, I do not care about who is building, I care about building. It is true that Sheik Mohammed Ali Al-Amoudi is a business man and as such, his primary interest is revenue generation. Any kind of legal business needs a license and it is self explaining that it is the responsibility of the government to give or deny license depending on the country’s legal framework. The Sheik is involved in big business and of course needs to work with the current government. How else can he invest or do business? Or would it have been better not to invest at all? I have no idea whether he has any businesses in Tigray region. If he has, so what? Would it make him a nice guy if he only invested in Oromia or Amhara region? The decision for a physical location of such a big project mentioned above depends on many factors like availability of raw material, man power, distance to high need areas for products, and of course tax issues or subsidies (if there are any) etc. We can not have it both ways—asking for economic development and by the same token criticizing and demonizing those who invest in the country. There are thousands of people who have work because of this man’s investment and that is real; adding the families to it, hundred thousand and more are easily reached.
